The sub-project “Business Planning & Development Unit-Birsa Agricultural University” (Sub-project Code: 102201) was sanctioned on October 9, 2009 with closing date of June 30, 2012 with a total budget of ` 175.51 Lakhs. The revised sanctioned budget was ` 261.55210 lakhs. The consortia leader – Birsa Agricultural University accomplished the objectives of the sub-project.

The Business Planning & Development (BPD) Unit at Birsa Agricultural University (BAU) started its functions effectively since March, 2010 under the auspicious of Indian Council of Agricultural Research (ICAR), New Delhi. Among the SAUs, BAU was the only University to receive such kind of project in the eastern states of India with objectives to i) develop agri-business enterprise for technology commercialization; ii) provide agri-technology, consultancy and networking with marketing; iii) capacity building for agri business entrepreneurship to promote technologies which can benefit them by following appropriate IPR-guide lines; iv) assist in procuring financial assistance from Bank/Institutions or Venture Capital funds and v) inculcate and reorient the mindset of scientists for research related to Agribusiness promotion in future through collaborative approach. The progress made under the project are: i) assistance to over 450 entrepreneurs with capacity building and trainings and commercialization of BAU technologies: T X D Pig, Black Bengal X Beetle Goat to 16 Entrepreneurs; ii) consultancy and marketing assistance in different sectors of Agribusiness like Piggery, Poultry, Goatery, Floriculture, Organic Farming, Dairy, Horticulture, Fishery, Apiculture, Processing and Post Harvest Technology were provided to 30 Entrepreneurs/NGOs. The Unit also provided consultancy in preparation of Feasibility Study Report and Business Plan for establishment of Food Testing Laboratories in five different countries in Africa under Ministry of Food Processing Industries (MoFPI), Govt. of India & ICRISAT, Hyderabad. BPD Unit provided technical & business planning assistance for establishment of “HUDA AGRO & LIVESTOCK PARK” at Tara village, Palamu, Jharkhand; iii) four seed business ventures were successfully incubated for production of Paddy Seed in 250 acres by Upparbandha Beej Gram in East Singhbhum and Dhanbad (Jharkhand). The Unit has also provided technical training in supply chain establishment and assisted for marketing support to five different Producer Organisations for Organic farming in 1600 ha area involving 2000 farmers in states of Jharkhand & Bihar. iv) incubatees of BPD Unit were assisted in mobilizing financial assistance from Banks, NABARD and other funding agencies. v) BPD Unit at BAU facilitated filing of two patents by Faculty of Forestry, BAU - BIRSIN & BIRSOL & assisted for approval from the Jharkhand State & National Biodiversity Authority. A total of 9 workshops and 20 trainings were organized in different sectors of agribusiness under the sub-project, which benefitted about 450 stakeholders in various sectors of agribusiness like Piggery, Poultry, Goatery, Floriculture, Organic Farming, Dairy, Horticulture, Fishery, Apiculture, Processing and Post Harvest Technology.

With respect to resource (fund) generation, BPD Unit at BAU established a Cattle Feed Plant with a capacity of feed production of 2 tons/hr. The current revenue generation from the feed plant is ` 6 Lakhs per month (Net Profit of ` 60,000 per month).

The equipments procured to accomplish the sub-project program include Desktop computers with printer, UPS, Laptop, Photocopy machine/Fax/Scan, LCD projector, Camera, Audio Visual, Generator & Air conditioner. In works, renovation of Office Building for BPD Unit was carried out. The sub-project generated total revenue of ` 162.00479 Lakhs. Total fund utilized was ` 173.5897 Lakhs.

The Economic/Social Impact of the sub-project resulted in enhancement of farmers’ livelihood due to increased income generation by adopting new technologies and practices of improvised farm production through higher productivity. Entrepreneurial activity has been given a big boost with the initiatives taken by BPD Unit as over 450 individuals have started their own business rather than working in other organizations. Women’s SHG federation was able to successfully commercialize and scale up production of handicrafts and grass-mat products by providing business planning guidance, marketing, funding assistance and networking support.  Farmers were supported with training for Master trainers and consultancy for rural micro-enterprises through primary processing of agricultural produce. BPD Unit has helped in commercialization of BAU technologies like T X D Hybrid Pig, Black Bengal X Beetle Goat, Bio-fertilizer & Vermicompost production which otherwise had slow rate of penetration and commercialization. Over 600 farmers were trained through seed village development programme for which BPD Unit ensured availability of quality seeds & planting materials and ensured better price remuneration for them by linking with Jharkhand Govt for purchase of seeds. BPD Unit at BAU provided technical support, supply chain establishment and marketing support to over 2000 farmers including women in over 1600 Hectares of land for Organic Farming development.

Overall Impact / achievement included sensitization of tribal farmers for entrepreneurship development and Financial Institutions (FIs) were earlier reluctant to provide financial support for want of credible agencies for hand-holding, consulting and monitoring. These are now coming forward to support backward & forward linkages to clients of BPD Unit at BAU.
